run your finger across a window frame
if white powder comes off on your finger that's lead paint wash your hands after that (don't lick your finger!!!)
lead paint tends to be quite thickly applied and has flecks luckily my house has no lead paint in it

Dandruff won't rub off on your finger as easily as lead paint does, And it isn't the same colour.

If you get it on your finger after running it across a wall or a window frame, it's lead paint. Pretty sure that walls don't get dandruff.
Powder from lead paint is also whiter and finer than dandruff.
